A local non-profit community group represents the needs of several of the local, rural counties in southeast Ohio. Among their services, the community group assists the commissioners of each county to identify improvement projects as well as locate sources of state and federal funding in the form of Community Development Block Grants (CDBG). The non-profit community group also assists the county commissioners by advertising these projects and coordinating the submission of Statements of Qualifications from various local and regional engineering firms
- Review the attached CDBG project descriptions.
- Develop information required to create an engineering design firm that will be competing for the CDBG project. Provide vital information on the company. A Marketing Analysis sheet is enclosed to assist in developing the company.
- Use the information on the Marketing Analysis sheet to develop a Statement of Qualifications given below.
CDBG Projects
Project. Street Improvements
Location of Project: Virginia City, Ohio
Project Budget: $250,000
Design of a new section of roadway to connect Cut Bank Roan and Hungry Horse Drive. The new road will be approximately 1500 linear feet long and consist of asphalt, curbing curb cuts, and a sidewalk. The design engineer will also be responsible for the establishment of a new right-of-way for the road, including developing right-of-way drawings for real estate acquisition. Services Required: Preparation of specifications, drawings, bid review, pre & post-construction meetings, minimal construction oversight, permit preparation, and real estate acquisition drawings.
Statements of Qualifications will be assessed based on providing at a minimum the following information.
1. Firm & Individual Qualifications
o History of the firm, including the year it was founded
o Educational background of the owner and key personnel
o Experience of the owner and key personnel
2. Proximity to Project Site
o Location and mailing address of the main office and any field offices
o Proximity to the project site in the distance
3. Capacity to Perform Work
o Narrative describing the firm's experience with the specific nature of this project
o Narrative of the firm's equipment and facilities
o Availability of staff to start and complete the design and provide technical oversight
4. References
o A minimum of three references on similar types of projects. Please include contact persons and mailing addresses.
5. Past Performance for Public Authorities
o Discuss previous work performed for the Village in which the project is located.
