Question: For several reasons, it is critical police officers follow agency policy and procedure and conduct themselves, both on duty and off, as ambassadors of policing to the communities they serve and in which they live. This is a high standard that, from time to time, not all officers will successfully meet. The paramilitary/authoritarian nature of police agencies often handles violations with punishment consisting of suspension without pay, disciplinary transfers or other negative inducements.

Does punishment bring officers closer to the agency and its mission or does it push them further away?
