Case Study: The US Organ and Transplantation Network (OPTN) was established by Congress to oversee and operate the distribution of organs from qualified donors to needy recipients. The Network matches donors to recipients using a complicated matching system that takes several scientifically evaluated criteria into consideration (e.g., time on the waiting list, age and condition of patient, stage of disease, probability of success, etc.) The only problem with the system is that the total supply of organs never meets the overall demand. To correct this shortage, some libertarian and utilitarian philosophers have endorsed a system that would allow donors to receive compensation for their donated organs. (Such a system could be funded through taxes, private fund-raising, or philanthropic donations instead of a morally questionable free-market bidding or receiver-pays type of program. Donors could receive cash, or alternatively a tax break, medical benefits, or some form of social credit.)
