Generally, conservatives believe that individuals are freer when the government is smaller. By having fewer laws, regulations, and taxes, the government is less able to impinge on your freedoms and rights. Conversely, progressives often argue that government can play a role in society which results in greater freedoms. Examples to support this argument include the 13th Amendment (the ending of slavery), the 20th Amendment (women's right to vote), the Civil Rights Act of 1964 (assuring the protection of rights for African Americans), or the Voter Rights Act of 1965. Clearly, examples can be found that support both partisan positions.
