I think it was unnecessary. The long-term consequence is Human rights practices around the world have been reported as declining in a number of government and non-governmental organization reports. What the pattern reveals is the ongoing tension between the claims to national security and the right of states to protect themselves and their citizens from terrorist attacks, and the claims made by human rights groups and organizations that national security claims are being used by governments to torture and purge opposition to regimes.
