Assume a town council passed the following ordinance:

It shall be unlawful to operate any vehicle on town park paths.

Violators will be subject to a $100 fine for the first offense and up to a $500 fine for each additional offense.

The council passed the ordinance in response to citizen complaints about a group of teenagers who had been riding their motorcycles on the paths of the town's parks. Not only are motorcycles noisy, but also the citizens were afraid that one day an accident would occur and a child walking down one of the paths would be injured. Following the passage of this ordinance the following four events took place in a town park:

For a "lark," two teenagers drove a Jeep Cherokee down one of the park paths.

Once a week the garbage collector backs his truck approximately six feet down one of the park paths to pick up garbage from one of the trash receptacles.

A child pushed her doll's baby carriage along a park path.

An ambulance drove down one of the park paths to pick up a man who had collapsed in the middle of the park.
