Penalty for conspiracy is the same of the target crime. For example, if I commit second degree murder, I face a minimum of 15 years in prison. If I attempt to commit second degree murder (meaning I come dangerously close to killing someone), that cuts my time in half. I now face 7.5 years in prison.

But if I and two others simply conspire to kill someone, buy a legal weapon but never come close to committing murder- I will be punished the same as if I actually killed the person.

Is this fair- just? Do you think the legislature should rethink the penalty for Penal Code 182: Conspiracy?
