Question: In Perry's seminal article (1996), he developed a public service motivation (PSM) construct and then measured it using 6 subscales with a variety of PSM items in each (p. 10-11). A factor analysis was completed using the 6 subscale items, and the final PSM model is shown in Exhibit 3 (p. 15). Using the 4 subscales in Exhibit 3 and the list of items on page 10-11 (so you know which items ended up in each subscale), rank the 4 subscales based on the importance of each to your public service motivation. Please explain your ranking.

Einolf used a reduced version of Perry's PSM scale (using 3 of the 4 subscales) to test for differences between Generation X MPA students and Millennial MPA students. He noted a "worrisome finding" for PA teachers in the discussion section. If you were a MPA coordinator at a university, how would you address this "worrisome finding"?

As Ritz, Brewer, and Neumann pointed out in their article, one of the practical implications of public service motivation is to have public organizations assess job applicants' level of public service motivation and consider their scores when making selection decisions.
