Pam visits Acme Hospital for blood work. She arrives and checks in. She waits a few minutes to be called back. While walking back to the lab, Pam slips on a water puddle and falls. She lands on her right arm and shoulder. She has pain in her arm and cannot move her arm. The puddle of water was near a water fountain. A nurse taking Pam to the lab turns and says, "Oh my. That water fountain will just not stop leaking!" The nurse is correct. The water fountain has been leaking for the past two weeks and the hospital has not had it fixed yet.

The nurse then transports Pam to the ER for evaluation. Pam has a broken wrist and a sprained shoulder. She needs surgery to repair her wrist and will need physical therapy for her shoulder. Pam asks the hospital administrator if they will cover her medical costs. The administrator says that they are not liable. Do you agree with the administrator? Please explain.
