The purpose of our legal system is to modify behavior. If an individual acts in a manner that society has deemed as inappropriate, they could be charged with a criminal offense or face civil liability. Why do we have laws to govern the behavior of individuals working in the criminal justice system? Do these laws work? Do we need to enact more laws?
