Rewrite in Bloom's taxonomy and avoid the text to sound redundant: In Chapter Hoover discusses geographic targeting strategies and how they refer to the methods used by criminal justice agencies to identify, focus reinforcements, and increase policing in specific areas where crime prevails substantially higher than the jurisdiction norm. Hoover mentions that the application of these strategies is based on the principle that crime is not distributed uniformly in a city or region, but rather tends to concentrate in certain areas.

Because of this, Hoover presents the concept of "Hot spot" concentrations which involves identifying small specific areas where crime is concentrated and focus police efforts in these areas. Hoover highlights that there is no universal definition of the dimensions of the hot spot, but he defines it as one or two square miles with the objective to reduce crime in these critical points without displacing it to other areas.

When he talks about the concentration of crime, he exposes a critical point since he concludes that crime is mainly concentrated in specific places in certain urban areas and that in most other areas crime is minimal or nonexistent. On the other hand, he mentions that there is a greater degree of stability of crime in micro-places.
