Case: Recruiting and retaining employees with the appropriate skills continues to be a challenge. Many production employees join Blackfoot without any previous farming experience. There is also significant employee turnover in the production facilities, primarily in the non-immigrant labor force. And the lack of advancement opportunities frustrates employees. Although HR programs like on-boarding and professional development are becoming formalized, managers are not consistent in enforcing HR policies with their staff.

In addition, establishing performance goals, performance evaluation systems, effective recruiting and employee training have had limited success. Employee turnover has increased nearly 25 percent during the past five years, and managers are beginning to realize that practices need to change to become more productive in the long run.

Question: Discuss why evaluations systems are necessary to an HRM program. Present at least three strategies Mitch would benefit from, considering who his employees are (managers and workers). Be specific in your applications.
