When thinking about organizational effectiveness there are some important factors that must be considered. You have studied the role and influence that "environmental" forces have on criminal justice agencies. Moreover, you have learned this week that the term effectiveness most commonly refers to the degree of congruence between organizational goals and some observed outcomes.

However, in order for criminal justice administrators and managers to determine effectiveness, they are required to accurately identify the criteria with which to assess effectiveness, measure these criteria, and weigh their various outcomes. Consequently, critically important theoretical questions arise throughout this process.

1. Within the context of organizational effectiveness, discuss the relevance and importance of the question: effectiveness for whom? Discuss who is the final assessor of an organization's effectiveness? Why?

Change, as well as innovation can occur at every level of an organization. Change and innovation are often viewed as a general phenomenon rather than a procedurally driven application to a specific criminal justice agency. As we have progressed from the twentieth century into the twenty-first century, there have been many changes and innovations within criminal justice organizations. In Chapters 3 and 11, which discuss organizational environments and conflict, you learned that many issues and actors come into play regarding organizations and change.
