You are a social work manager employed by the Department of Social Development in the eThekwini District of KwaZulu-Natal. You manage ten supervisors, and they in turn supervise eight social workers each. Today is Monday, 17 April 2023. Yesterday, the Sunday newspapers reported that thousands of residents who had been left homeless by the April floods are still living in shelters provided by the eThekwini Municipality. You call a management meeting (to be attended by you and the ten supervisors) to review your interventions in the lives of the 2022 flood victims. As a team, you agree to conduct a thorough review of all services rendered to the flood victims by your offices. You call the project Operation Hlola (loosely translated as Operation Check).

Discuss why you have opted to embark on a project instead of a programme by distinguishing between a project and a programme.

Question 2.

As manager, you must manage the project, Operation Hlola. Discuss how you would manage the project in each of the five stages in the project life cycle.

Question 3.

Discuss two sources of funds that you, the manager, can approach to seek funding for the project. In your discussion, also indicate how those funding sources can contribute to the project.

You need to compile a business plan before you can start raising funds for the project. Use Table 4.3 ("A generic outline for a funding proposal") in the study guide to develop a brief funding proposal for the project.

After a project has been implemented, it must be evaluated. Discuss how embarking on evaluation would benefit the project.

1. Discuss three challenges that face the social service sector and that you need to overcome in this project.

2. To compile a funding proposal, you need to understand the significance of the ideologies that underpin funding of the social service sector. Distinguish between neoliberalism, socialism and communism.

3. Which of these three ideologies would you to implement in Operation Hlola? Explain your choice
