You need to develop your comments by specifically thinking through and referring to the concrete examples discussed (i.e. wiretaps, Tracked in America, COINTELPRO, Black Lives Matter, Occupy Wall Street, etc). What types of groups have historically been targeted and how does this dynamic differ from today, if at all? Isn't the past really just being reproduced in the present?
