Healthcare organizations, government, professional groups, accrediting agencies, and care providers continue to improve the quality and safety of services in a rather complex, dynamic, and unpredictable healthcare environment. In 1987, the U.S. Congress established the Malcolm Baldrige Award, one of the most prestigious to recognize quality efforts of healthcare organizations and other organizations. Healthcare organizations are also learning from other complex and high-risk industries, such as aviation, to develop systems that help in dealing with unpredictable events and that promote the safety and quality of services. These are known as highly reliable organizations (HROs).
