In the not-too-distant future, a U.S.-Australian joint venture develops "attenuator wave energy" (AWE) technology to very inexpensively harvest ocean wave energy as a "pollution-free" and inexhaustible energy source.

[NOTE: Attenuators are long, multi-segment, virtually indestructible floating structures oriented perpendicular to the usual direction of the waves. They ride the waves like a ship, extracting energy by using restraints at the bow of each device and along its length. Power is fed down an umbilical cable to a junction box on the seabed, connecting it and other attenuators via a common submarine cable to shore.]

The U.S. and Australia plan to install AWE wave farms beginning in their rivers, ports and bays, and then extending out 500 nautical miles into the ocean. Does UNCLOS apply?

Briefly list/discuss the rights of other States in each area, any standards/limitations applicable, and explain whether the U.S. and Australia can extensively use wave farms in each area without interfering with the rights of other States.

Since the AWE wave farms would be tethered to junction boxes on the seabed, what additional standards/limitations might apply, and how might these be accommodated?
