Problem: Per Fla. Stat. Ann. $ 26.012 (West), a circuit court will have jurisdiction over local code enforcement and reviews and appeals otherwise provided to them by law. This statute also states that exclusive original jurisdiction over many scenarios including though not recognized by the county courts, settlements of estates, guardianships, and decedents, real property, etc. After the circuit court, if another level of action is needed, Fla. Const. art. V, § 4, the district court of appeals will take over on higher profile cases, then per Fla. Const. art. V, § 3, the supreme court gets involved if higher jurisdiction is needed. According to Fla. Stat. Ann. § 47.011 (West), Chapter 47 is labeled "Venue", you can only seek legal action in the county the defendant lives, the place the crime took effect, or where the property involved in the case is located. Fla. Stat. Ann. $ 47.091 (West) states though that all courts have the power to change the venue, although filing fees will be due for filing in a new county.
