Government's role in InnovationIn many international settings, the government plays a critical role in research and development planning. For example, in Korea, there is national R & D Ministry of Science and Technology. This ministry plays an active role in targeting specific areas of research and development in the nation. Much of the research in other nations such as China follow this type of model. In the United States, the government plays a critical role, providing 30 to 40 percent of the annual expenditures for research and development. However, the model in the United States has been to develop cooperative ventures with the government,education and/or business as partners. Although there are some government laboratories, most of the expenditures are grants provided to academic institutions and to businesses.
