Question: Genovation incorporated is a British company that specializes in the manufacture of high technology computer components. It is very much a British company and derives most its annual revenue of some E80 million from the United Kingdom and the remaining 20 million from its other operations in France. It currently has about 400 employees in two factories in Britain. Recently, it has decided to transfer its entire British slightly lower labour cost. The proposed location is in Auckland Industrial Park in Seremban, Negeri Sembilan. As this is the first venture of Genovation in ASEAN, it would initially staff all key positions, expect for human resource, with expatriates. However, it has given a commitment that it will eventually phase out all expatriates in five will and these positions will be occupied by capable local people. Its operation will commerce in three, months' time. You have been recruited as manager for human resource for Genovation Incorporated.

a. Discuss your chief concerns with regard to the sourcing the right people for the start-up.

b. Bearing in mind that it is the company's policy to have local people to manage the company eventually, consider the best staff development programme to prepare employees for such an event. Explain your reasons.
