OI Mining company operates in multiple jurisdictions, one of them Sunnyside country, a developing country that lacks a proper legal, and ethical framework. The company operates an aluminum mine in Sunnyside country. Extracting aluminum from Sunnyside country is very profitable since the country lack any environmental regulations.

Recently OI management was approached by Sunnyside country federal government, to resolve certain issues prior to license renewal. The federal government asked OI management to buy 40 S- Class Mercedes cars to the members of the parliament. The federal government explained that this is not a bribe, but a donation. OI company management was shocked to know about this, especially taking into consideration that Sunnyside's GDP per capita is $700 per year.

You are an "Ethics Officer" working with OI Company, and it's your task to handle the situation, so you decide to follow the following steps in order to resolve this issue.
