In a city in Indiana, an African American police officer driving an unmarked police car was pulled over by an officer not from his agency. The officer was wearing his uniform at the time, but he was not wearing his hat, which would have identified him as a police officer when viewed from outside the car. Per a complaint filed, the trooper who pulled the man over appeared shocked when the officer got out of the car. The trooper explained that he had stopped the man because he had three antennas on the rear of his car. Discuss the following:
