1. Discuss the importance of Human Resource Management (HRM) - its roles and functions - as a key discipline within the area of Public Administration.

2. Under Rule VII of ORA-OHRA, it is identified that all appointees in the government career service must satisfy the four (4) basic elements of Qualifications Standards. What are these and briefly explain each standard?

3. When the 2017 Omnibus Rules on Appointment and Other Human Resource Actions (ORA-OHRA) mentions the Principle of Merit and Fitness, what does it refer to especially when it comes to recruitment and placement in the bureaucracy? Please elaborate?

10. Identify at least three (3) responsibilities of Human Resource Merit Promotion and Selection Board according to ORA-OHRA? Why are these important to your Agency?

11. Subjecting original appointees (those first-timers in the government service) to the so-called Probationary Period is required by ORA-OHRA. For how long and what would be the process to be undertaken by the supervisors to make it more meaningful to the new employees?

12. Discuss the six (6) key roles of Performance Management Committee (PMT) in the over-all implementation and operations of SPMS in every agency.

13. Aside from offering monetary and non-monetary forms of incentives, where should your Agency's R&R programs be aligned with so that it contributes more to the organizational culture and resilience.

14. Discuss some of the existing CSC Policies on L&D based on 2017 ORA-OHRA.

15. Suppose you become the HR Director of your agency, list down your courses of actions and strategies that you believe will enrich and sustain the HRM needs of your employees.
