Purpose of this assignment:


Learners will address the broad responsibilities and duties of a facilities manager. They will consider the legal, health, safety and  environmental obligations that fall within the remit of facilities operations and examine the various administrative systems that support them.

Learners will also evaluate and review the quality and effectiveness of the facilities operation.

Scenario:

SCOPE OF SERVICES: Design Review, Operational Management Consultancy, Value Engineering, Design Development, Commissioning, FF&E Procurement, Commercial Strategy, Opening Events, Business Plan Development

Sportcity was developed for the 2002 Commonwealth Games with the focal point being the 48,000 seat City of Manchester Stadium which is now home to Manchester City Football Club. The Sportcity site also features the National Squash Centre, the 6,500 seat Manchester

Regional Arena, English Institute of Sport, Manchester Velodrome and the Tennis Centre, a legacy athletics stadium as well as a state-of-the-art gymnasium and training facility for the English Institute of Sport.

SMG Europe was initially retained as the operational consultant for the M2002 Commonwealth Games in Manchester, UK. The SMG appointment was made in late 2000 and initially intended to conclude with the final report submitted in early 2001. Following the successful conclusion and submission of the stage one report SMG were further retained with an extended brief as outlined in the scope below running from the end of stage one to October 2002, concluding with the handover of the facilities to the legacy operators.

Sportcity has now successfully evolved into world-class sports and events venues that provide facilities for elite and professional athletes as well as developing a strong schools and community programme. It is now the chosen venue for over 400 events each year and receives over 4,500,000 visits annually. Previously derelict industrial land, the site has undergone major environmental improvements and provided the catalyst for the regeneration of the area, creating new employment and other opportunities for local people.

SMG Scope

• Provide an Operational Management Consultancy service to establish the staffing structures, recruitment and delivery timelines, a delivery cost plan and analysis of the associated risk management.

• Provide a preopening programme to take the site and all the venues from construction to licensed operation

• Ensure the new build facilities on the Sportcity site were opened for and operated through the M2002 Commonwealth Games in a safe, efficient and customer friendly manner.

• Ensure the technical related systems necessary to open and operate the new build facilities are received, managed, maintained and returned to the contractor (or final Operator) to the necessary high standards.

• Ensure the facilities, both permanent and temporary, on the Sportcity site form an integrated unit, again operating in a safe, efficient and customer friendly manner.

• Provide a fully integrated operational service from the start of the test events to the end of the games.

Task 1: Individual written report

While completing this task, you will need to refer to the scenario presented above. Your report will be structured in 4 parts, in which you will address the following points:

1 – Operational responsibilities of a facilities manager

Discuss the responsibilities the facilities manager has for operational aspects of the Sportcity site

Discuss the impact on facilities operations of employers and/or funding agencies

2 - Legal, health, safety and environmental obligations to be addressed by facilities operations

Assess the statutory regulations that will affect facilities operations in UK hospitality industry, having as example the scenario given

Discuss the health, safety and environmental measures that must be implemented by the facilities manager taking in consideration the scenario given

Discuss the documentation required to account for compliance with statutory regulations and health, safety and environmental measures within the context of the scenario provided

3 - Administrative systems to support facilities operations

Identify the control systems required for effective facilities operations within the Sportcity project

Discuss the systems needed by a facilities manager to support effective building management

Task 2: Group presentation

In groups of 3 students you need to demonstrate that you are able to use a range of administrative systems to support facilities operations.

Further, you will need to demonstrate the ability to use appropriate criteria to carry out evaluation and review of quality and effectiveness of the facilities.

To achieve the above you will consider that you are 3 partners opening a new business in the accommodation sector (hotel). Part of the business planning you need to complete the following points:

Develop and deploy effective systems for processing information and maintaining communications within the hotel

Establish appropriate criteria that are to be used to evaluate the quality and effectiveness of facilities operations in the new hotel

Supposing that the hotel it is already opened for one year, implement evaluation and review procedures to analyse the quality and effectiveness of facilities operations
