Question: (Central New York Power Company made a promotional offer in which it promised to pay $10,000.00 to any homeowner or builder who constructed new housing heated with electricity. Central New York Power Company knew that it would make significantly more money if newly constructed homes contained electric heat rather than gas heat. Motel Services, Inc., which was building a small housing project for the city of Syracuse, New York, decided to install electric heat and solar panels in the new units in order to qualify for the offer made by Central New York Power Company. Motel Services, Inc. built twenty units with electric heat and requested payment for the full amount of the promotional offer. Central New York Power Company refuses to pay the money and suggests that there was never a contract with Motel Services, Inc.)

Using the same facts in question #1 above, discuss whether Motel Services, Inc. can bring a case against Central New York Power Company on a theory that a quasi contract was created.
