The current trend is that many developing countries are implementing universal health coverage reforms from the bottom up (World Bank, 2015Links to an external site.). Discuss why this is a good or bad move for developing countries.

Hint: Discuss the cost of having universal health coverage and the benefit of it. Do markets supply an adequate quantity of healthcare at an affordable price? Are there market failures in the healthcare sector that justify government intervention (e.g. positive externalities from having healthy neighbors, workers, etc.)? Can developing countries afford the cost of publicly-funded healthcare? Can they afford the cost of not having publicly-funded healthcare?
