This is a question pertaining to the book Histories by Tacitus

Here is the prompt:

Tacitus undoubtedly sees civil war as an evil, but he seems to think the intervention of Vespasian a necessity. Based on evidence from the text, make a well-reasoned argument for why Tacitus thinks the intervention of Vespasian was necessary.

In order to prove this you should, 1. Show that Tacitus believes civil war to be terrible, then 2. show why another round of civil war under Vespasian was a better for Rome than Vespasian merely remaining a private citizen.

I don't need a whole paper written, but definitely some ideas and explanations or an outline, please. I think this book is very hard to understand and I can't seem to answer it by myself
