Problem

Consider the following:

The Arizona Legislature determined that, beginning in September 2012, numerous State government positions, which had previously and traditionally been identified as classified positions, will no longer be classified for new hirers entering those positions. Rather, new State hirers will be at-will employees with no property interest in their positions.
