Assignment:
Question 1: Considering Russia's underwhelming cyber operations in Ukraine, do you assess Russia's cyber power as diminishing? Or could Russia be strategically withholding capabilities? Do these factors make agreements like the Iran-Russia Cyber Agreement more or less worrisome?
Question 2: The U.S. has focused on deterring Russian cyberattacks through public warnings and sanctions. Should the US consider a more aggressive "retaliation" strategy?, If so, what form should it take? If not, why and in what ways does less aggression enhance deterrence and security?
