Article 2 of the European Convention on Human Rights does not prohibit states from imposing the death penalty. However, Article 1 of the Thirteenth Protocol to the Convention stipulates that the death penalty shall be abolished.

The death penalty has now been abolished in the UK for all offences, although opinion polls would suggest that the majority of the public would like to see its return. This is a debate which goes beyond the strict confines of the law, and raises issues of politics, morality, religion and personal belief.

Consider the arguments both in support of and against the restoration of the death penalty in the United Kingdom.
