Board Members,
I have drafted a memo to discuss the evaluation goals and objectives of the Juvenile Detention Center. The motive of preparing this memo is to identify goals of the evaluation that have the potential improvement and identify the evidence of achievement of each goal of this program.
Goals of Evaluation:
First Goal: Assessment to determine the proper level of custody, supervision and placement.
Second Goal: Policies that promote the safety, security and well-being of juveniles and staff.
Third Goal: Services that address immediate and/or acute needs in the educational, mental, physical, emotional, and social development of juveniles.
Evidence of Achievements:
First: The percentage of juveniles who receive appropriate assessments and placements based on their risk and needs. Second; The number and severity of incidents or injuries involving juveniles or staff, and Third; the outcomes and satisfaction of juveniles who participate in various programs or services.
Design Calibrator helps us to organize our thinking around overarching research design used in Evaluation the other factors often determine what evaluation design we can and cannot use in a specific situation. It does not necessarily mean that we will be in a position to use any design we choose or make unilateral decisions regarding evaluation design.
Role calibrator helps us to organize our thinking around the function and responsibility of the evaluator. The context of the evaluation can influence the extent to which an evaluation can implement an evaluation in the preferred manner.
Method calibrator helps us to organize our thinking around the types of data collection methods we value and how we use the methods to orient our evaluation.
Evaluation Design:
Experimental Designs - Robert Borch: He has been instrumental in furthering the use of randomized experiments in the evaluation field. Randomized Experiments for Planning and Evaluation" provides a practical guide to randomized experiments for evaluators. Promotes them as the most effective method for evaluating a programs effects' and argues that any program can employ randomized experiments to determine their effectiveness. He is a staunch advocate for the development of local, state, federal, and multinational evaluation organizations.
Evaluation Approach:
Responsive Evaluation is an approach to evaluation that focuses on program activities, responds to stakeholders needs, and values the perspectives of all those involved in the program.
