Carson and Kerr (2020, p.104) discuss Michael Lipsky's concept of street-level bureaucrats-where decisions made by frontline workers effectively become the policy being carried out. After reading about the pros and cons of this approach, what is your view on the scenario below.

"You are a housing worker who is responsible for placing service users in temporary accommodation. There are not enough temporary houses to meet the level of need in the community, so your organisation has a 'first in first served' policy. A new house has become available. While the next person on the wait list has successfully met the criteria, you were not impressed with them when you did your intake interview. They had been evicted from multiple houses in the past and were rude and demanding during their interview. In contrast, the next people on the wait list seemed to be particularly in need. You had a great interview with them and felt a personal connection with their circumstances."
