This module discusses the historical origins of the American Social Welfare system. The film, Orphan Train, describes the origins of the modern day child welfare system, using an early type of foster care and adoption to address the social problem of orphaned and "street" children in American cities. What are the pros and cons (good and bad aspects) of the orphan train system for the children involved? Consider what you know about the modern child welfare system (it's ok if you don't know much!). What similarities or differences do you see in how children experienced the orphan trains compared to how children experience foster care and/or adoption today?
