In the NIJ Kansas City Gun Experiment, police focused traffic enforcement and field interrogations on gun crime hot spots, and increased gun seizures in the target area by 60%. Gun crimes dropped by 49%. Control areas showed no change in either guns seized or gun crimes. What does that indicate?
