Using the readings on innovation and organizational change, discuss challenges to implementing new technologies, policies, or techniques in policing organizations. Consider the outside influences of: 1) the legal environment of policing, 2) the political environment of policing, 3) the influence of technology vendors, 4) formal and informal culture within policing, and 5) the clients that police departments serve. What are the historical challenges that innovations have faced when becoming part of mainstream policing? Is there an underlying structure to these challenges that may remain constant across time and/or technology?
