1. Consciously and deliberately plan and manage implementation in a strategic way.

13. Think carefully about how information and communication technologies can help support implementation and ongoing learning efforts.
14. Develop an accountability system that assures key stakeholders that political, legal, and performance-based accountability needs are met.
