You have an employee who frequently expresses the belief that he is overqualified for the position he holds. Considering his advanced education and experience, he may indeed be overqualified. However, he makes no effort to look into any of the positions opening at the medical center, and as far as you know he has not investigated opportunities elsewhere. He seems to be feeding his own discontent by prolonging his stay on a job in which he is underutilized and bored.
