If police made routine stops of randomly selected motorists who were not violating a law, and if 22% of the drivers on I-95 passing through this county were dark-skinned, what is the probability that the police stopped a driver who was not violating a law but who was dark-skinned? If 39% of the motorists stopped for routine checks were dark-skinned people, did the NAACP claim seem reasonable?
