Context
During their 74th Ordinary Session in July 2001, The Organisation of African Union Council of Ministers called for the development of a migration policy framework in light of the development potential and challenges migration poses. This resulted in the AU Migration Policy Framework for Africa (MPFA), which was adopted in Banjul, the Gambia, in 2006.
Task
As a skilled evaluator appointed by the AU to provide a status assessment of the Migration Policy, you are required to use your knowledge of (I) values underpinning evaluation and (ii) the role of stakeholders in evaluation ecosystems to address the following:
1. Briefly outline and discuss the "problem(s)" and "opportunities" that the AU's policy attempts to address.
2. What core values underpin the development and implementation of the policy? Can you make a case for "common values"? Do all affected parties share the same expectations/ideals emanating from the policy's success?
3. Use the Migration policy, your course material, and the notes and context provided above to prepare a critical argument designed to convince the AU of your (substantiated) evaluation of the policy's potential for success or failure.
