Background
On 14 June 2017 a major fire in London highlighted to the world problems in the building industry when a 24-storey apartment building, the Grenfell Tower, caught fire killing 72 people The initial cause was a malfunction fridge/freezer but what instigated investigations around the world was the cladding used on the outside of the building was not fire resistant and therefore spread the fire throughout the building at a rapid rate.
The Victorian state government first became aware of building cladding issues in 2014 when a fire broke out at Docklands Lacrosse Tower. There have been other fires in buildings around Melbourne which have amplified the continued problems with building cladding including a fire in Neo200 in February this year. The Victorian Building Authority (VBA) has conducted an audit of buildings effected with cladding issues and suggests it could take up to two years or more for action to replace cladding commences.
Assessment
Your company has been selected to project management the upgrade to a building that has cladding issues. You are to present to the Owners Corporation a recommended strategy in replacing the cladding. The Owners Corporation will need three options in cladding with a recommendation. This assessment is around sourcing materiel and the decision criteria.
You will need to address the following:
1. Needs Analysis
• An introduction on the building eg. Name, no# storeys. use of the building, etc.
• Known issues pertaining to the building
• Current cladding problem eg. Type of cladding. material used, rating for cladding etc.
2. Assessment of Suppliers in the Market
• Specifications for three new types of cladding. material, rating, why fire resistant, what other benefits does the cladding have etc.
• Sourcing of cladding eg, local, overseas. availability, reliability, maintainability durability etc.
• Risks associated with procurement of cladding/possible mitigation of risks
3. Developing sourcing plan and decision-making model
• Decision Criteria eg. Cost, quality, availability. ascetics, practicality
• Any benchmarking criteria (what is the best in the current market)
• How are you going to purchase eg. Contract type etc
4. Prepare documents for presentation and decision
• Set up meeting with Owners Corporation
• Provide details both written and visual to Owners Corporation
• After the presentation your group will receive clarity through feedback if your proposal is accepted.
