Assessment 2 - Project 1 - Support and facilitate the implementation of a WHSMS
Part A: Outline requirements of WHSMS based on risks
You are the Operations Manager of Endurance Fitness. The owners of the company have asked you to develop and implement a new WHSMS based on evolving operational needs in response to COVID-19, in conjunction with the WHS Committee.
The WHS Committee comprises:
• Maria Lorenzo (Centre Manager and Head Coach at Airport West)
• Joe Kirkland - Coach/Trainer - Port Melbourne
• Samantha Green - Coach /Trainer - Airport West
• Tim Green - Marketing Manager - Melbourne CBD You are to complete the following tasks.
1. Conduct an initial review of the information related to WHS at Endurance Fitness as given in the scenario.
2. Conduct independent research on the Internet to determine the relevant legislation, standards for WHS management systems, risk management and record keeping requirements.
3. Prepare an outline of your proposed WHSMS. Your outline should be no longer than 500 words, and should identify:
a. Purpose and function of the WHSMS
b. At least three objectives of the WHSMS as described by the owners of the company
c. Relevant legislation, regulation and at least one international standard related to the structure of the WHSMS
d. The framework or structure of the proposed WHSMS
e. Five key WHS issues identified through the review that must be addressed by WHSMS including issues related to COVID 19
f. Three changes or additions that need to be made to existing WHS policy
g. Two methods of consultation with stakeholders in order to develop WHSMS
h. Three external sources of information that must be used to identify legislative requirements and safety guidelines that inform the WHSMS
4. Write a covering email to the WHS committee members and the owners of Endurance Fitness asking them to read the WHSMS proposal you have prepared, and request them to respond with their approval or suggestions for changes to the proposed WHSMS.
5. Attach your WHSMS proposal to the email and submit it at an email address specified by your assessor.
Part B: Develop WHS policy and commitment to WHSMS
You must assume the WHS Committee and owners of Endurance Fitness have approved your proposal.
1. Following this, the owners have asked you to research and develop a draft of a WHSMS as a portfolio of documents, which includes the following:
a. An Organisational WHS statement of intent (no longer than 300 words) detailing the company's commitment to creating a safe and healthy working environment. The safety statement should include a brief statement that states the commitment for:
o compliance to relevant legislation
o risk assessment and management in the workplace
o provision to all workers of the necessary information, instruction and training to ensure their safety
o consultation with the workforce on health and safety issues
o provision of sufficient resources to secure the safety targets
o training related to health and safety
b. A WHS policy revised as per the needs of the organisation that you have identified in the outline, using the format of the existing WHS policy, and including:
o COVID-19 specific obligations of employer and employees and related procedures
o WHS issue resolution procedure
o WHS record keeping procedure
c. A list of WHS duty holders and their responsibilities, based on the Endurance Fitness organisation structure
d. An outline of the Risk Management procedure.
e. An outline of the consultation procedure describing how consultation with stakeholders will be conducted and the outcomes of consultation will be incorporated into a WHS plan and WHSMS
f. An outline of staff induction and training procedure.
2. Write a covering email to all the WHS Committee members and the owners of Endurance Fitness asking them to read the draft of the WHSMS documents that you have prepared, ahead of a meeting during which you will make present and discuss the draft WHSMS documents you have developed. You must invite them to provide suggestions and raise any doubts they may have.
3. Attach the draft WHSMS documents to the email and submit it at an email address specified by your assessor.
Part C: Role play - Communicate the WHS policy requirements and commitment to implement a WHSMS
1. Arrange a time with your assessor to complete management role-play in which you present the design of your WHS management system and WHS policy to the CEO for discussion and approval.
2. In a 10-15 minute role-play presentation and consultation session, propose the design of an appropriate WHS management system and WHS draft policy to the CEO.
You will lead the meeting and discuss:
• core elements of system and proposed changes or additions
• relevant standards
• relevant legislative requirements for WHS management, including those related to record-keeping
• WHS policy requirements
• how the policy will be communicated to employees
• how the design of WHS management system and WHS policy meet internal and external requirements
• possible certification option and process of certification.
Note that, during the presentation and consultation session, you will need to:
• answer questions
• ask for feedback and input into the system
• work to build support and ask for management commitment to policy and WHSMS.
• make notes of the consultation
In this role play, you must play the role of the Operations Manager. Your assessor will play the role of the CEO.
Part D: Facilitate the participation of individuals and parties in finalising the WHS policy
1. Following the meeting with the management team, you are to prepare a final draft of the WHS policy and the design of WHSMS incorporating the changes that may be suggested by the management team during the consultation.
2. Write a covering email to the WHS Committee and the owners of Endurance Fitness asking them to review the final version of the WHS policy and procedure you have attached to the email and ask them to provide their agreement and approval.
3. Attach the draft WHSMS documents including the WHS policy to the email and submit it at an email address specified by your assessor.
Part E: Document and disseminate the WHSMS and WHS policy to individuals and parties
Assume that the WHS committee and the management team have approved the WHS policy and the WHSMS.
1. Prepare a final version and communicate it to all staff, by writing a covering email to them announcing the approval of the policy and the WHSMS.
You must invite the members to make any comments or suggestions as they may deem fit. Ensure you keep a copy of all work submitted for your records.
2. Attach the draft WHSMS documents to the email and submit it at an email address specified by your assessor.
