Can we develop vaccines to prevent cancers not caused by viruses?

The chemical substance 2-acetylaminofluorene (AAF) causes bladder cancer when injected into rats but not guinea pigs. If normal bladder cells obtained from rats and guineas pigs are grown in culture are exposed to AAF, neither are converted into cancer cells. Do you think AAF would be carcinogenic in human? Explain.
