QUESTION 1 - Building Consent AuthorityFunctionsReport (30 marks)
Your Council's accreditation as a Building Consent Authority (BCA) will be reviewed by IANZ soon. As a BCA Quality Manager, you are required to carry out an audit of the processing of a building consent application for IANZ re-accreditationaudit purposes.The audit must follow the Policy/Procedure/System listedin your Council's BCA Quality Management System (QMS) for Regulation 7(2)(d)(ii) and (iii). Your Audit should show if this Policy/Procedure/System is correctly adhered to at your Council by the BCA staff.

Write an audit report on your findings, showing that your BCA is keeping the correctrecords which outline the reasons for its decisions,with reference to policies, procedure, and systems required by the regulations.

Your report should include:
• The building consent number and the classification of the building.
• The evidence of the Policy/Procedure/System being completely and effectively implemented.
• An explanation of why compliance was or was not achieved, and any recommended improvements that are necessary or may be made.

In your report, youcan use your Council's Building Consent Authority QMS audit format. Fact Scenario

You are employed at the Sunnybrook City Council and have identified an issue with assessing foundations in poor ground. You believe the Council needs to purchasea Ground-test Scala Penetrometer Kit to enable you, and your colleagues, to undertake more accurate assessments. You have spoken to the Council's BCA Quality Manager regarding the issue, and they have asked you to generate a Continuous Improvement Request (CIR). The manager also requires you to do a short presentation to the staff on the Council's CIR policy and procedures.

• Complete the CIR form provided in the Sunnybrook City Council's BCA Quality Management System manual based on the scenario above. Ensure you include all the relevant information and details required to support a quick resolution to the issue raised.

• Write a report for your presentation which includes:

Fact Scenario 1

You are a Competency Assessorwithin your Council's Building Consent Authority (BCA). As part of your responsibilities, you are required to conduct a competency assessment for a new staff member John,who has been training for the inspection and processing of solid fuel heaters.

Question 1 - Competency Statement

Write a Competency Statement for John in accordance with Regulation10(3)(d) for one of the following options:

- Inspection and Certification requirements
OR
- Processing and Certification requirements

1. Use the table layout detailed in the National Building Consent Authority Competency Assessment System (see below).
2. Provide the details of John's evidence, that he presented and discussed with you,that shows his competency to do the task.

Peter is an Inspector and a Processor within his Council's BCA. He has current competency for Residential 1 and 2and wants to advance to Residential 3 processing and inspection.You have been instructed to develop a training plan for Peter in accordance with the BCA Regulation 6.

QUESTION 2 -Training Plan

Develop a Training Plan Document for Peter in accordance with the BCA Regulation 11, which includes evidence, decision, reason, and relevant actions taken. The training plan should enable him to demonstrate his competence in the following:

1. To have a good understanding of your Council's BCA Quality Management System (QMS).
2. How to identify possible weather tightness risk features or areas, of a Residential 3 Building.
3. How to best use the New Zealand Building Code (NZBC) E2 Risk matrix calculation tool for assessing risk level areas and building levels, under the National Competency Assessment System (NCAS), when the risk scorein an application is too low.

Structure the Training Plan Documentin this way:
• Identify the areas of competency required for the 3 points above,
• Specify the training Peter needs to undertake by listing the desired outcomes,
• List the expected outcomes of the application of training (that is what competencies Peter is expected to show after completing the training)
• Explain how you would confirm the results of Peter's training for the following:
o Direct result of training (e.g., test score),
o Evidence of skill in use,
o The sharing of new knowledge with other BCA staff.
