A community hall was built in Freedom Village by a private contractor hired by the provincial government. Expectations in the community were raised when the project was launched and eventually completed. The community was under the impression that they would be in charge of the hall and that the community members would be hired to do various jobs at the hall. However, the provincial government instructed community workers in its service to take charge of the hall. This upset the local community immensely. The result was that the hall operated for one day before it was damaged. The damage went on until the hall could not be used anymore.
The provincial government decided to do something about the situation by involving the local community. A community meeting was held and it was decided to renovate the hall and to put a fence around it. It was recommended that a local private contractor be used to erect the fence. The recommendation was met with loud applause. The private contractor was hired to erect the fence. The fence was immediately damaged and the renovations were never completed. Today the dilapidated hall serves no other purpose but to remind the people that their wishes regarding the hall were not considered.
This case study illustrates the effects of community projects that disregard community participation. Using the case study as a reference point, discuss how you would go about initiating this project to rectify the mistakes made by the provincial government. Use the following questions as a guide.
