Whitehorse City Council need to make considerable change to improve the digital presence in order to meet current expectations, create online services, accelerate internal efficiencies and build a digitally capable workforce. There needs to be a plan to lay the foundations and catch up to current user expectations, and to have a vision for the future.
The widespread use of mobile technology, wi-fi, social media engagement and growth in online services makes it even more important for Council to commence a digital change project quickly. The digital presence needs to be in line with community expectations and this means a greater and growing need to have channels available to customers where and when they want to find information and services.
There has been minimal investment in the digital and social operation over the last few years. The council has been reactive to technology without a coherent plan to align it processes and workforce with changing technology needs . Social media presence is limited, in part due to riskperceptions.
Accordingly, A digital transformation project is recommended by the management team to move the organisation ahead to an appropriate and modern way of operating a complex businessand to service the needs of many different people.
Assume that you are working as a DigitalMarketing Officer at the council.You have been asked to review council's digital strategyand assess whetherit is fulfilling its objectives according to relevantobjectives and expectations. You reviewshall include the review of council's operations, and effectiveness of council's digital strategy to ensure the strategy fulfilscouncil's overall objectives;
Part A: Develop Methodology and Review Plan
A methodology, in particular in conducting a review or a research, outlines, in simple terms, what you did and how you did it(approach to the problemor question). The review question to answer here is;
How will the digital technologies and transformation help the organisation to serve its clients andstakeholders in a moreefficient and effective way?
Accordingly, develop a methodology for conducting the review that addresses the above question, i.e.,
- Summary of organisational objectives
- Review criteria(what will be included in your review, and to what extent)
- Information and data needed(what data will you need to collect)
- Information data gathering method (how will be collectthis data, and from where)
- Data analysis and structure (How will be organise and use the data collected)
- Data presentation (How the information will be presented)
- Review plan structure
Explain each of the above sections - ensure that you provide clear and details explanation of the methodology being used for the review.
A draft and discuss and obtain approval from your manager (trainer/assessor roleplay) before undertaking the next part.
Part B: Conduct Digital StrategyReview
Using the information (Information Technology Plan) provided, develop a digital strategy review plan covering the following aspects;
Your review shall include:
- Strategy review purpose
- business and strategicgoals (dot points- summary of objectives)
- Customer, clientsand/or target audience
- Current digital systemsand processes - Overview
- Competitive strategies (with external references)
- Current and future technology needs,trends and current processes
- The need for digital transformation
- Perceived benefits to the organisation
Explain each of the above sections - ensure that you provide clear and details explanation of the methodology being used for the review.
Ensure that you maintain a consistent structure and flow of contents/arguments to present a cohesive review of organisation's current digital strategy. All external sources and texts must be acknowledged and referenced.
Combine both of the above parts in a single, structured document, titled, "DigitalStrategy Review".
