SCENARIO ANALYSIS:
There has been much coverage regarding the train derailment crisis in East Palestine, Ohio, in which three dozen cars derailed on February 3rd, of which, eleven were carrying hazardous materials (NPR, 02/26/2023). Five of these eleven cars were carrying vinyl chloride, a known carcinogen that can cause respiratory and neurological symptoms from acute exposure, and with prolonged and chronic exposure, angiosarcoma of the liver. In fact, the industrial exposures that established vinyl chloride as a carcinogen occurred in the 1970s in several workers at the B.F. Goodrich factory in Louisville, KY, within the neighborhood that bears the namesake - Rubbertown (Beier, 2023). The crisis in Ohio has yet to be resolved, but neither has the ongoing threat and environmental exposures to vinyl chloride, and any number of other toxins, to Louisville residents living closest to Rubbertown. As a public health professional in Louisville, Kentucky, you would like to take advantage of the media coverage of East Palestine and bring awareness to the ongoing issues in this neighborhood in west Jefferson County. To achieve this, you need to develop an analysis, suggest recommendations, and craft careful messaging that is sensitive to the crisis in Ohio, but once again brings awareness and feasible actions to address environmental exposures affecting Louisville residents in and around Rubbertown.
