Systems Analysis Assignment

Develop a vision statement for a project that will create, deploy and maintain a statewide degree requirement information service (webpage or mobile app) for current and prospective college students in Oregon. The context for this service is the current Oregon Legislative initiative to mandate uniform statewide degree requirements (House Bill 2998) for the purpose of streamlining Community College to University transfer, reducing statewide time to degree for resident Oregon students, and increasing degree completion rates for Oregon residents. The service to be developed should empower students, academic advisors (at all levels), and parents to make informed decisions about what institution to attend and what courses to take given an educational objective.

Use the Vision and Scope template provided and complete all the elements in section 1, Business Requirements. Do not include sections 2 or 3 from the template. You may want to do additional research to better understand the problem context and formulate one or more business objectives. The 2016 HECC Strategic Plan is a starting point for understanding the state's objectives for higher education. You might also want to visit the Higher Education Coordinating Committee webpage. You are also welcome to use your personal experience navigating the higher education system in Oregon in formulating your vision statement.

You are free to limit the scope of your proposal in sections 1.2 and 1.3, the Business Opportunity and Business Objectives sections. Make sure you have at least one success metric in section 1.4 for each distinct objective you identify in section 1.3. Your vision statement should include all the material indicated in the keyword template for section 1.5, but feel free to rephrase the statement in your own format. Identify at least one business risk in section 1.6 and make sure your assumptions in section 1.7 include all the common knowledge regarding advising, degree requirements, and registering for courses that you have as a participant in higher education.
