The following would be my recommendations based on McKinsey's 7-S Model:

Structure: Structured approaches are important, but they should also consider unknowns or roadblocks that may arise during implementation, which require flexibility and agility.
Systems: To address ROTG and facilitate change, it is essential to establish effective communications and HR systems. It may include regular feedback mechanisms, clear processes for performance management, and open communication channels.
Skills: As a result, leadership and decision-making skills would need to be shifted toward people-centric approaches, prioritizing the resolution of interpersonal conflicts, and tackling ROTG directly. Programs for leadership development and team building could help achieve this.
Staff: It is vital to create a culture of continuous improvement and accountability, reward positive behavior, and reinforce values and norms among staff to ensure compliance with the changes.
Style: A more open and transparent approach to leadership, values, and norms would be necessary to promote communication, collaboration, and conflict resolution. The culture shift can only be reinforced through the actions of leaders who model the desired behaviors.
Shared values: Adapting values and norms in alignment with change and supporting cultural shifts is crucial for organizations. Promoting transparency, collaboration, and continuous improvement could help establish a shared vision for the future.
