The TOWS matrix is used to develop specific, rather than generic, strategies. The matrix uses SWOT for the format and draws upon all the previous analyses and matrices to develop a knowledge base from which specific strategies are created. To develop specific strategies, the strategist lists all the SWOT items in each SWOT box. The strategist then looks at the intersections of the boxes and attempts to match SWOT issues and develop specific strategies to address matched pairs. For example, if a strength is listed as, "The St. Jude Children's Research Hospital has strong cash flow with significant cash on hand," and an opportunity is listed as, "Numerous competitors are available for sale," then a potential SO strategy might be, "Leverage the organization's strong cash position (S) to horizontally integrate by buying competitor Acme (O)."
SO strategies: Match internal strengths with external opportunities. These strategies leverage the strengths to exploit the opportunities.
WO strategies: Match internal weaknesses with external opportunities. These strategies compensate for internal weaknesses by exploiting external opportunities.
ST strategies: Match internal strengths with external threats. These strategies attempt to use strengths to avoid or reduce the impact of external threats.
WT strategies: Match internal weaknesses with external threats. These strategies are defensive in nature and attempt to reduce internal weaknesses and avoid external threats. Generally, these strategies do not create strengths but rather protect from loss.
