You are an administrator in Colorado's Department of Energy. The U.S. Environmental Protection Agency (EPA) has announced it will accelerate its restrictions on carbon emissions.
The Governor has asked the Department Secretary for a position paper on this announcement in preparation for a press conference to explain his/her response and proposed actions to the citizens of Colorado.
The Secretary has tasked you to develop a public relations campaign on this issue.
In developing the position paper, the Secretary of the Department advised that you keep the following Colorado Constitutional provision in mind: Colorado's Constitution, Article II, Section 1-"All political power is vested in and derived from the people; all government, of right, originates from the people, is founded upon their will only, and is instituted solely for the good of the whole" (Article II, Section 1).
For this assignment, prepare a public relations position paper on the proposed EPA rule and its impact on Colorado. Address the following in your paper:
• As a minimum, address the three phases of a policy process: initiation, decision, and implementation. Be sure to specifically address questions described by Box (2015, p. 150).
• Explain remaining controversies or uncertainties in advancing a policy. Provide arguments to defend or justify the position proposed for the Governor, despite these controversies or uncertainties.
• Determine if there is any conflict between science and public or government values regarding the "apparent science" justifying the EPA rule. If so, explain how you would address this conflict in relation to effective public/government relations.
Support your paper with at least six scholarly resources; to include mandatory scholarly resources provided. In addition to these specified resources, other appropriate scholarly resources, including older articles, may be included.

Your response should demonstrate thoughtful consideration of the ideas and concepts presented in the course by providing new thoughts and insights relating directly to this topic. Your response should reflect scholarly writing and current APA standards.
